According to the sign, they established the Spencer community in 1886. My research indicates they built the store, café & barbershop, garage and service station in the 1930s.
The road in the photograph is one of the few remaining sections of the original concrete roadbed of Route 66 dating back to the 1920s. (Source.)

However, the road you must travel to get there is rough, rocky and muddy during the rainy seasons. The hike is short and easy. Although it’s not handicap accessible, I hiked it with a broken foot in a boot and had no problems.
